You can't specify a homepage as such, but you can create a homescreen shortcut for a particular page by selecting Add To Home Screen via the icon of the box with the arrow coming out of it at the top of Safari - you can then just tap on that homescreen shortcut to open Safari on that site.

There is not an "add to home screen" option in the Safari on my New iPad.
What to do?
You don't get the option when you tap the icon of the box with the arrow coming out of it, to the left of the URL address field ?
Click the Arrow looking icon next to the address bar and then click 'Add to Home Screen'.
That is correct. In Safari on my New iPad.

Make sure you are at the latest version of iOS. If it still doesn't show up, try resetting your iPad. I promise you its there.
If you are still not seeing it, a simple search through the forums gave me this solution to someone's problem:
Yes as stedman1 has indicated, the feature is still in Safari - unless you no longer have enough room on all of your screens to fit one more icon. If that is the case, the feature will disappear if all of your screens are full!

I think that is my problem. I have some huge number of apps with all screens filled with icons.
So, I wonder how to fit it in? I cannot imagine how to slip a "Safari home icon" onto the first screen via iTunes, can you?

You are going to have to remove something on one of the screens before you have this option to "Add to Home Screen".

You have 11 homne screens with 20 apps on each (plus 5 at the bottom) for a total of 225.
Are you using folders for apps?

The use of Folders to make space is the obvious solution for me to deal with 427 apps and make room on Screen #1..
I use Folders on my iPhone but did not think of it for the New iPad.
In any event, the facility to more easily designate a Homescreen should be built into the Safari iPad program.
