You can tap on the shutter as much as you like - it's a picture on the screen. There is no physical shutter in any digital camera.

Regarding the "accessory not optimised" message, check out the dock connector for fluff/debris which may be shorting out the pins. Cleaning with a soft dry toothbrush is usually recommended.

Make sure the camera is not disabled in Settings > General > Restrictions.

Basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new). Try each of these in order until the camera starts working again.

If it still does not work, then the device has had a hardware failure and will need to be replaced.

Out of Warranty replacement in the US is $149 for the 3GS.
