I just got an android tablet (sorry, it was a gift, I really wanted an ipad) when I try to pair them my tablet pairs with my iphone, but my iphone doesn't find my tablet. My Iphone just searches. The tablet is in discovery mode.

What are you trying to accomplish?
iPhones connect by Bluetooth with computers or tablets (including iPads) ONLY when providing a personal HOTSPOT. Bluetooth connection for file transfers is NOT supported, except with certain peer-to-peer apps running on both devices (obviously not with an Androgyny tablet).
You only have a limited set of BT protocols on the iPhone and File Transfer Protocol (FTP) is not one of them. What are you attempting to accomplish by pairing them?
I would like to pair my tablet to my iphone via Bluetooth so i can connect to the internet. I can connect via wi-fi, but BT uses far less power. Is there something I can install on both to accomplish this?
Do you have a tethering plan on your iPhone and have you set it up for a hotspot?
I don't know about a tethering plan, but I can turn on personal hotspot and connect to my IBM Thinkpad with either BT or wi-fi. and it works. just figured it would work on a tablet.
If it is working with your Thinkpad then the problem is with your tablet.

What I may try is restting my network settings, and doing a reset of the phone

when using an iphone as bluetooth modem for another device it's the other device that needs to connect to the iphone not the iphone that needs to connect to the device which are to use it as modem

my tablet says it's paired to my iphone. but the BT icon doesn't turn green indicating no connection.
