I woke up and tried changing the wallpaper on my iPhone 4 (the standard wallpaper that comes with the phone) and it's all just one black rectangle! I tried restarting the iPhone and did a "reset all settings" restore and still no luck. Is this a big that a lot of people are seeing?

You mentioned you've tried restarting the phone and resetting the settings but have you tried resetting the phone itself by holding both the 'Home' button and 'Sleep/Wake' button until you see the apple logo?
No I have not. Is that the same as holding the home button down with the power button and putting it into DFU MODE?
Before you start taking the phone to pieces and generally wrecking everything, have you tried to simply change the wallpaper again? As instructed starting page 23 of the user guide?
I h e tried but all of the wallpapers come up black when set as a background... Is this a common problem or is it just me?

Reset the phone - hold down the power and Home buttons together until the Apple logo appears, then release. This has no effect on your data or settings.
Do It won't erase all the apps/music on my phone?
I'll say it again: This has no effect on your data or settings. "Your data" means your music and apps and whatever else you have in there. The reset is totally harmless.
