I got my iPhone 4s wet and now the flash stays on constantly, how can I fix it?

Get the phone replaced; it's broken. Have you tried drying it out for several days in a ziplock bag filled with rice? That's not guaranteed to fix it, but sometimes it does. If you turned it on while still wet, however, then chances are much lower.

I dropped my phone in the toilet on 4th of july, i left it in a bag of rice for 2 weeks, the phone came back on faintly but still didnt work properly so i went on YELP and checked for people that can fix iphones, i took mine to a very nice guy that fixed mine for $60, It works perfectly now, the apple store can become very pricy...

Open your iPhone and release the camera module. Use google to figure out how. In my situation the red marked area below sticked to the back of the iPhone. I grabbed it and tapped it carefully. I also isolated the point by placing a small piece of isolation over it (see pictures below). After this te light stays off and all camera or flashlight apps are working fine.
