setting up iphone 3gs without sim card

i just bought a used iphone 3gs that i want to use as an ipod touch. after restoring it to its original settings, it keeps asking for a sim card. how can i finish setting it up without a sim card?

Basically you need a sim for the activation then you can remove it.
