Photo Stream not working correctly

Ok so here is my situation:

• iPhone4s - Photo Stream folder shows iPhone photos and iPad photos. Perfect.
• IPad2 - Photo Stream folder shows iPhone photos and iPad photos. Perfect.
• PC - Photo Stream folder shows iPhone photos but does NOT show iPad photos. This is my issue.

Surely there is a way to make this work. I have done much reading here on the forums and have tried some stuff like turning photo streaming off on all 3 devices, turning it back on. I have signed out of icloud and back in on the PC. Nothing works.

Please help me with ideas on how to fix this.
