how do i erase my iphone 4s before i sell it?

connect your iPhone with ur pc then open iTunes and then select Restore.

After you restore your iPhone will be restored and don't contain any thing!

For a secure erase of all content and settings - everything except iOS and included apps, on the iPhone go to Settings > General > Reset and select Erase All Content and Settings.

Or restore the iPhone with iTunes as a new iPhone or not from the backup and don't sync with iTunes after doing so which is not a secure erase.

I am also trying to completely erase my iphone 4s but it is no longer on the cellular network and it will not connect to wifi (which is why I have a new phone)

When I try to either Restore from iTunes, or Reset and Erase All Content from Settings it asks me to turn off Find My iPhone or enter my iCloud password. But since it cannot access a network this does not work.

Is there another way to do a hard reset wiht the hardware that overrides all of this??

It doesn't work through iCloud or iTunes. Maybe you try some other methods to delete data from iPhone. see this: How to Delete iPhone Data before Selling.
