Watt = volt / amps
So
Amps = watt / volt
The iPad charger is rated at 10W - 5V @ 2A An iPhone/iPod charger is rated at 5W - 5V @ 1A. An iPhone charger will charge the iPad, but much slower than the iPad charger. Based on the specs, I don't think it's adequate for the iPad.

I wouldn't be happy with the quoted 5.5 volts, the fact that the battery capacity is described both as 1200mAh and 12000mAh, and there is no iPhone connector included, which doesn't give confidence regarding compatibility. There is plenty of choice out there.
