Yes, there are many soft rubber tipped stylus pens available for iPads that can be used.
Hard plastic tipped ones will most likely not work on the screen and may scratch it.

can i use it with pizap program on internet
The pizap website apparently requires flash. iPad does not support flash, so not going to work in Safari. you may be able to get it to run using a different browser such as Photon, but there's no guarantee.
Absolutely
Use UPAD lite, I found it works great when compared to penultimate.
I'm not sure why it works better in one app than another, I'm still waiting for an answer on that one..
Any way - I am using hand stylus paired with UPAD lite - it works very well.
I have not done further testing.

Unlike Penultimate, most of the reviews are pretty awful. It makes me wonder why you're posting about it all over these forums in dormant threads.
I was posting it because on the ipad mini , the stylus doesn't work well at all.
I think it has to do with the way they designed it. I wanted everyone to know not to lose hope because the upad app worked for me. : )
If that's true, why are you posting in threads that have nothing to do with the Mini? Why are you so critical of Penultimate? There are very, very few posts about people having problems with a stylus on the Mini. Two of them involve the Hand stylus. At least one of the threads you posted in was someone asking if Apple had perhaps changed the Mini so a stylus with a smaller tip would work as it would improve portability which was not actually a "problem".
However, if UPAD works for you, that's great.
I'm sorry if I upset you.
I love penultimate on my regular ipad.
I thought that I was helping...
I don't post very often, so I'm sure I wrote something in the wrong place.
I'll try to not post in the wrong places.
Thank you.
I just posted a question asking about the difficulty in using a stylus on my iPad mini. I found several with the same problem.
This is in response to your sentence:

Sorry if I did this wrong, but I am new to this and am doing my best here.
