You should be able to use it while you charge it with a 10W charger connected to the wall socket.
It will take longer to reach full charge.
The iPad 3 will charge slowly during use. If you use the new 12 W charger with the iPad 4 (or 3) it will charge somewhat faster during use.
Note that charging rates during use will vary widely depending on your screen brightness setting and the amount of processor usage occurring during your use.
Depends on the content you are using the iPad for while charging. If the usage places high demands on the processor ( eg. intense gameplay ) the charger will charge very slowly. If you are browsing or reading, etc, the charger will more approach non-use recharge times.
The quickest way (and really the only way) to charge your iPad is with the included 10W USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer. If you are using your iPad while charging, it will take even longer. It's best to turn your new iPad OFF and charge over night. In rare instances when using the Camera Connection Kit, you may notice that iPad does not charge after using the Camera Connection Kit. Disconnecting and reconnecting the iPad from the charger will resolve this issue.

Why would iPad charge level decrease when plugged into auto charger USB port via Lightning-USB cable? It charges ok when connected to supplied 10V charger plugged in to home 110V AC.
Device is a new iPad with Retina Display 64GB w/Verizon.

Tom, I bow to your significantly greater knowledge, but I have one small point of disagreement with your reply. Actually, the quickest way to charge an iPad is with the new 12 watt adapter. I've tested the result with my 4th gen. iPad, and while I never actually timed both, I am sure the 12 watt adapter charged somewhat faster than the 10 watt block.
