Do you have any restrictions set for app installation or deleting apps? If yes, disable them.
Also try to reset the phone by holding the sleep and home button for about 10sec, until the Apple logo comes back again.

Go to Settings/General/Restrictions, to check.
Also make sure to tap and hold only one icon. If the little cross appears in the left corner of the icon, the restrictions for app installation are not set.
