It is possible to set Restrictions on those apps, that is the only way that they can be removed. You can set restrictions (settings/general/restrictions), or, if it is a company phone or you have an MS Exchange email account your IT administrator can set security policies to disable the camera, app store, and other functions.
First, have you checked to see if they are there, but just hidden? Press the HOME button. Then swipe the Home screen from left to right until the Search page appears. Enter "camera". If the camera app appears in the list then it is just hidden somewhere. If it doesn't appear it has been blocked with a restriction.
They are there. You can search for them in the first Home Screen Search Window. Or they are restricted in Restrictions and need to be changed. To check Tap Settings App > General > Restrictions > Set how you want.
