Are you refering to locked to a carrier? If so the carrier to which it is locked is the only one that can unlock it, apple will not.
You will need to contact the carrier and see if you are eligible.
You need to contact the carrier to which the phone was originally locked to. Only they can unlock it for you. Apple does not unlock phones.

ONLY the carrier it is locked to can authorize unlocking it. The UK carriers will not unlock phones for anyone who is not a customer of theirs. Call Apple Care and give them the serial number. Ask them if they can tell you what carrier it is locked to. If they can, then contact that carrier, find out exactly what their requirements are, fulfill the requirements, and request an unlock from them. No one here can do anything about it.
You are not talking to Apple here. We are users like you. Again you need to contact the original carrier.
