iphone 3g will not let me download any ios and also will not sync to itunes.

my friend has recently got an iphone 3g . She is unable to download any type of IOS.

when she clicks on settings, then clicks on general there is no option for updates. From the result of this problem she is unable to download any apps...

Her iphone will also not let her sync to itunes!

please help!!
