I purchased an iphone 3g on ebay and it turned up without a passcode. The previous owner has been helpful at all. Is there anyway i can reset or restore factory settings to the phone without a passcode as it will not sync with my itunes account?

I have seen that page but because the phone has a different user name it won't sync with my account without the passcode.

You need to restore it from Recovery mode - http://support.apple.com/kb/HT1808
