I got my iPad from Dubai and it didn't have FaceTime. I am currently in Canada, I am thinking about taking it to an apple store to see if it can be installed. Do you think it is possible to install FaceTime or is it just a waste of time to go to an apple store.

no. Facetime is disabled on all ipads and iphones sold in Dubai
It cannot be installed, there is no separate FaceTime app.
You are blocked from it at a hardware level(I think).
Yes it will be a waste of time. They could not install it for you even if they wanted to do so.

because of the area that you purchased you iPad in you can not get facetime, there would be no way to install facetime on your iPad due to the itunes/app store region your device is from.
if i take my ipad to an apple store will they install facetime for me
