My faithful Samsung has died on me (not a smartphone) and I was thinking of getting an iPhone, but not the 5 because that's out of my price range. I was thinking between the 4 and the 4s, the 4S is obviously more expensive than the 4 so I was wondering if it was worth getting the 4s, if it's not much different from the 4?

The iPhone 4 will do everything you need it to and would be a good choice, especially if money is a big factor. I have an iPhone 4 and do not plan on upgrading to a new iPhone for awhile because mine works so well.
Here are the differences:
main difference imho is that only iphone4s support Airplay mirror
I've found the camera in the 4s is much better than the one in the 4 (if that is important to you).
