My iphone is in recovery mode and i cant switch it on and cant restore it because of error 1604.

HI. I tried to put up ios 6.1.3 by computer. After 30 minutes my iphone switched off and saying i must plug it in itunes. I plugged it in and it said iphone is in recovery mode and i must resore it.(????!!) I started the restore and after 20 minutes it said error 1604 and restore is unavailable. So I cant switch on my iphone and cant restore it. Please help.
