My sister dropped my iphone 5 and cracked the screen, I have had it for around 3 months and it is still in a year warrinty I think. If I am to get it fixed what is the best course of action?

The warranty has nothing to do with accidental damage. If you have insurance, approach them. Otherwise, take it to your Apple Store for advice.
If the iPhone has AppleCare + (plus), it will cost $50 for replacement iPhone 5 exactly like yours. If no Plus, then at Apple Store it will cost $229 for replacment iPhone 5. Make Genius reservation so you do not have long wait at Apple Store.
I don't have insurance or AppleCare, looks like I will be paying the money to replace then. Is there any cheaper alternatives?

Make your sister pay for the damage she caused, assuming she's old enough to do so.
There are "cheaper alternatives" but any of those would require someone other than Apple to open your phone and then you will no longer get any support from Apple. As it's only 3 months old when you purchase the replacement it will continue your original warranty.
tell them that it has been accidentally drop by your child while he or she was playing don't tell them the truth because this happen to me before and they replace it in Warranty without Paying any Damages!

And why shouldn't you pay for damage you caused? Accidents happen, grow up, accept responsibility for your own actions and stop expecting someone else to foot the bill for you.

To the OP, be honest with the employees at the Apple store, they may surprise you in what they can and cannot do to assist with the situation.
