Why can't I use data connection for FaceTime on iPhone 4

My iPhone 4 says I have to use wifi in order to use my FaceTime and I was wondering why can I just use my AT&T data connection instead.Every other iPhone could use their FaceTime but the 4 cant.We have an update to be able to use both ?

iPhone 4, iOS 6.1.3

I believe AT&T requires that you be on one of the "shared" data plans in order to do FaceTime over cellular. If so, either change your plan or complain to AT&T, as this has nothing to do with Apple.
