Why am I unable to sign up with Apple on my iPhone or computer?

No matter what I do, Apple NEVER accepts ANY information I enter in ANY field either on my iPhone or when using my computer trying to create an account. I cannot get past the robotic call preventer when calling Apple Tech Support / Customer Service which appears to be non-existant. There does not appear to be a web chat help feature usable from the phone or my computer while on the Apple website. If there is an email address for Apple tech support for the iPhone i cannot find it on the website. Is there really a tech support at Apple for helping resolve peoblems with their products, or do they just PRETEND to have customer service? Are there any REAL phone numbers where I can get a LIVE PERSON when I call instead of a robotic call preventer?
