My Iphone can't activate sim card

I have an Iphone 4s and is locked in Fido Canada..

It was already deactivated because I loss it. And find it again for sometimes 5 months.

After that I'm here in the Philippines with my Iphone 4s iOS 6.0.1.

I already use SAM but still I can't text messages and cannot activate the sim card that I have.

It has already Signal bar but I can't text or call any in my contacts.

please Help me.. I really need to know it.. Please Help
