how to use itunes to transfer files from PC to ipad

I am having trouble sending files from my PC to my iPad. What would I save the files under so that I can transfer them to my iPad? iCloud doesn't work as I don't have the correct type of Microsoft Outlook. Any tips to help me share files would be greatly appreciated. Thanks!
