Sorry, no. There are no apps that can provide this functionality on a non-jailbroken iPhone.

That question can't be answered here...Apple owns/runs this forum, and the discussion of jailbreaking/apps for jailbroken iPhones is forbidden.

Fair warning: If you jailbreak your phone, you'll void all warranty/support from Apple, and have the real possibility of introducing more problems/issues than the data usage problem you're trying to solve.

There is no way to universally manage which apps use cellular data or not. But some apps provide this capability in their settings. Check the settings for the app in question to find out if you can limit the app to using Wi-Fi only.
