i just bought this ipad off ebay its a 64gb wifi+3g running ios 5.1.1 with no sim card in it. I have been trying to activate it for a while but everysingle time it keeps saying "We are unable to complete your activation at this time". Is there any type of way around this problem or do i have to call apple support?

Are you trying to activate using the same cellular carrier as the previous owner? Are you trying to activate the 3G at all?
no im not trying to activate the 3g at all i just want to use the ipad for wifi. but on itunes it wont let me go past the activation and i tried through wifi but it says the exact same thing.
Can you get the iPad to the point where you can set Settings > General > Cellular and make sure everything is off there?

Hmm, I found a link in Apple's knowledge base called "iOS: Resolving Activation Messages". I provided it below. But when you click it, you'll see it refers specifically to iPhone. Maybe the steps it suggests will help you anyway.

Why would you say that? What else have you tried? Cellular ??? I'm perplexed by this comment.
i only tried to activate through itunes connected and wifi neither of those worked. but i did restore my ipad that did not help i tried putting it into factory settings that did not help either then i simply restarted it and that did not help at all.
It does sound like Apple Support will have to get involved. Maybe your iPad has a less than stellar past (e.g., jailbroken).
