Why isn't my Ipad Mini charger working?

I bought my Ipad Mini not too long ago, but yesterday, when I tried to charge it, there was no indication that it was charging. I have tried plugging it into different outlets, but the same thing happened. When I plugged the USB port into my computer, it just says not charging. Is anyone else experiencing it?
