I want to know if they are still using my apps, because I have accounts that are device specific that I do not want being used by another person.

You will not be able to track it if:
1. It's not connected to internet
2. It's wiped (restore to Factory Default)

It may mean that they have taken the device offline. Doesn't mean it was wiped. Change your AppleID password immediately to protect your iCloud and iTunes information. Beyond that, there's not much else you can do unless they reinstate a Wifi connection, and have not wiped it.
If you see it on your Find My iPhone again, wipe it immediately!

My iPad mini was stolen, and it disappeared from find my iPhone. Does this mean it was wiped, or they just logged out of iCloud?
