I am trying to put restrictions on the iPad for parental control but I forgot my restriction password is there someway I can make a new password without resetting my iPad ??

No, you need to Restore the iPad to remove restriction passcode. Data will be lost if you do not have backup.
What about all the apps I purchased will those go to waste and my contacts and emails and photos? If I do restore my iPad will I have my original 16gb back or do I lose those gb's?

You can re-download past purchase after the restore.
If the restore doesn't work, you'll have to force iPad into recover mode.
