Will the person who stole my iphone 4 will be able to recieve the lost mode message if the iphone is suspended?

Ok so my iphone got stolen at a waterpark, and i tried to locate my iphone by using the find my iphone app but it seems to be offline. Therefore, i used the lost mode option instead. After, i called AT&T to suspend my iphone. Will they still be able to get the lost mode message from the find my iphone app even if my phone is suspended?
