IOS 7 Can I change system font color

My wallpaper has a light blue sky background and it's very difficult to see the status bar at the top of the screen. In addition when locked the date and time are blending in to the sky and difficult to see. I would like to change this font color. Is this possible? My searches so far have not found an answer.
