so ram has nothing to do with storage but the capicity to run software, so then be able to run 7 one must do what
The 4G iPod touch only has 256 GB of memory/RAM (different that storage). All the devices that run iOS 7 ( iPad 2 and later, iPhone 4 or later and 5G iPod touch). have at least 512 MB of rmemory.RAM.

You don't. Storage is different from RAM. RAM is the working memory of the iPod (or any computer) and not officially listed by Apple anywhere. People have discovered how much RAM an iPod has by disassembling one and looking at the chips. It has been speculated that the limitation on RAM is the reason and it's a very logical guess, but it is just speculation; it's never been confirmed by Apple. There may well be other factors as well.
The bottom line is that for whatever reason, your fourth-generation iPod touch is not capable of running iOS 7.
