I can use my laptop charge my iPad mini retina but not directly with charger.

When I charge my ipad mini retina directly to the charger, it says not charging, but when I plug it to my MacBook Pro it works fine. It's the same cable. What's wrong with that?

Appears your wall charger is not working. If it's less than a year since purchase, go to an Apple store for free replacement. The fact that it will charge connected to your computer means the cable is good.

iPads will charge when connected to a computer USB port, but slower than when connected to the wall charger. Many times when connected to a computer, the iPad will display "Not Charging", however, it is charging, but slowly.
