After doing the IOS 7.1.1 update on my iPad 4 the screen just shows the iTunes icon and a cable with an arrow. I can't get the device to open. Can someone help me with this issue? Thanks!!

It is in Recovery Mode. You need to connect it to iTunes on your computer and restore.
I have the same problem and the Ipad will not restore. I receive a message that the Ipad is not eligible for this build.
It looks like I'll have to restore my device to the original settings. If I do this can I reload all my apps in there current state? 1) I don't want to pay for all those apps again, and 2) I have games I've been playing for months I don't want to lose.
Restore from your iTunes or iCloud backup.
iTunes purchases can be redownloaded.

Yes. The phone will be back to default settings.
Once the phone is up and running you can try and restore your backup again.
What if you don't have a pc or macbook to plug the ipad in to, then what?
It can't be done without a computer.
Can you use a friend's or family member's computer?
If you have an Apple Store nearby, they may help you.
