Most of the time Iphone 6 ios 8.0.2 cant make calls

=> Most of the time I CAN'T CALL anybody and call even don't take 3 secs , drops within 3 secs but i can RECEIVE calls, texts. It will accept in-coming calls but if I try to call out, it immediately goes to "call-ended"I am sure its not carrier problem coz i have tried my sim in other phone to call and it works on other phone in the area.

Turn the Handoff option Off and then back On again. | |
Tap General at the top to return to the previous menu. | |

Reboot your iPhone or iPad. | |
Repeat this process with every device you'd like to use. | |
Try placing a test call to see if the issue is resolved. | |
