safari crash after install IOS9.3

After update to IOS 9.3, when I try to open any links from mail, WhatsApp, Wechat, Notes on Safari, the system will hang and need to close the app manually. try to restore the IOS 9.30 but it is still not able to solve this issue. Please help. Thank you!
