Following on a hint from above regarding Facebook, I solved this for me. I went in an closed syncing contacts on all my accounts aside from iCloud. This included Gmail and one or two other locations. My notes field immediately reappeared on my iPhone 6s. I imagine if I wanted the Google contacts I could re-add that account and see what happens, but I don't so I am content.

It's strange, the problem occurs only with my card (Me).

If I add notes on others contacts, they are saved on all devices. If I add notes on my own card on the iPhone, they are not displayed on my iPhone 6s and my iPad Air 2 (both with iOS 10) but they are synced and displayed on my Mac. I wrote a note on my card on my iPhone and I can read it on the Mac, but not on iPhone or iPad.

I think I found the solution, while I tried to fix another thing. I needed Facebook not to access Contacts (can be set in Settings>Facebook) for another reason. But, after I retired the authorization to access Contacts, the note on Mac was immediatly synced on the iPhone and everything I added in the notes on iPhone was saved, and synced on iCloud and other devices.

So I think that, if you break the link between Facebook and Contacts, you'll access to normal use with the notes. Tell me if it's now solved for you.
