Can a charging cord be plugged into AC?
A foreign plug adaptor says it Doesn't convert from AC to DC. Can a
charging cord be plugged in to charge a phone?

The Apple iPhones only accept DC current. If you plug a charging cord directly into an AC outlet (I don't even know how you would go about doing so), it would definitely damage the phone.
A charging cord would need to be plugged into a proper power adapter that converts the AC outlet's AC power to DC power, and then, the other end of the cord can be plugged into the iPhone.
