Numbers automatically changes the time format when the time goes over 20 minutes.

If the time is less than 20 minutes it displays as 12:58 however once the time gets to about 20 minutes it changes to 28m 43s. Every time I change the formate of the later to 28:43 Numbers changes the format to 28m 43s but not for the smaller like 12:58. Why? I would like the 12:58 for all.

It is because you are using date&time format which is date and time of day, not duration format as shown below. 12:58 is a time of day but 28:43 is not so Numbers tries to figure out what you meant. When it sees 28:43 it interprets it as a duration of 28m 43s. Also, 12:58 typed into an unformatted cell will be interpreted as a time of day while 28:43 will be a duration.
