I have two iPhones on one AppleID. One phone I’m able to add cards & passes, the other phone I get an error (see image). I have Apple Pay setup and can sync passes and cards between phones. I’m just trying to be able to add cards/passes from both devices.

What do you mean by cards? Are you referring to credit/debit cards or something like loyalty cards, gift cards etc.
Passes and tickets are added by the issuer, such as airlines, sports teams, concerts etc. They generally limit the passes and tickets to just one device to prevent unauthorized use on two devices attempting to use the ticket/pass at the same time.
