Problem getting refund for iTunes charge I did not order

I see a charge of $99.99 for iTunes subscription on my credit card. I never ordered iTunes. I can't seem to get a satisfactory method to remove it without starting a fraud claim. I attempted to get a refund but that didn't work. Is opening a fraud claim my only option? Is there no way to chat or talk to someone?
