Can I use my iPhone to create an Apple ID for my iPad?

Too many ICloud account are created on this device. So can I create an Apple ID on other device and let my device to login by that Apple ID?

I can’t create more Apple ID on my iPad. So can I create an Apple ID on my iPhone and let my iPad joins the Apple ID on my iPhone?
