Recently, got a newer iMac Intel based and before I migrated I backed up the older iMac now I am looking for some files and went to the backup and I don't have permissions to open critical folders. I tried the Get Info and unlock and change to read and write but still a nogo.

What Kind of Backup is it exactly? How did you Backup?
Do a Get info on your Home folder on that drive, unlock the lock in the Get Info panel. Make sure it says you have Read & Write privileges.
Using the tiny gear icon, use the drop down to "Apply to enclosed items...
If there is no Home Folder on that drive try the Pictures folder for a test.
