Changing Apple ID. Need to free phone number, email and turn off subscriptions

Hi.

My Apple ID was locked for some funny reason and I can't restore it because there aren't a support phone number or email or chat in Georgia. So maybe I'll need to switch to another ID. I want to stop any subscriptions on my old ID, free the phone number to use it with new ID and to free icloud.com mail address. Is it possible?
