iCloud passwords & Keychain is not syncing to my iPhone

My iCloud passwords & Keychain won’t sync to my phone ? The wifi is on, but it just won’t sync to my phone. Is there a solution ? When I want to turn on “sync this phone”, it’s loading and then nothing happen, it stays off.

As we can see on these screenshots, I have tried to turn on the button, waited for two minutes, just for it to not turn on and stay off.

Can someone help me please.
