I cannot delete safari history. The clear history button is greyed out so, if that is what you are going to tell me to try then, do not bother. I also tried deleting libraries. It did not help. Any other suggestions?

When there's no history or website data to clear, the setting turns gray. The setting might also be gray if you have web content restrictions set up under Content & Privacy Restrictions in Screen Time.
If you have history you can't delete and you've ensured you don't have web content restrictions set up in Screentime, is your iPad under MDM (Mobile Device Management) software from an employer?
