iCloud Keychain stuck off

I get to the on/off toggle for iCloud Keychain on my iPad just fine. My problem is that the toggle won’t flip to the on position. Why is it stuck and how do I fix it. All my other iCloud stuff seems to work fine on this iPad, my phone, and my iMac. The only problem is the iCloud Keychain on my iPad.
