why are the icons on top right (like the delete option) in icloud.com photos grayed out? Unable to edit icloud photo library. please help

You have turned off photos and deleted from Mac system preferences , open system preferences > click on appleid icon > click on manage .
Again click on turn on .
Sign in with Apple ID and password with account credentials from a web browser at www.icloud.com select photos Select and deselect photos in Photos on Mac - Apple Support , move cursor from left to right on the trackpad see the article for Mac photo application Keyboard shortcuts and gestures in Photos on Mac - Apple Support
The icons will be non greyed .

Can you access the "Recently Deleted" album in the sidebar of Photos? Then try to recover your photos from Recently Deleted. The status bar is showing you have only 8 days left to recover you photos, after turning off iCloud Photos.
