Getting "Failed to load devices" in AppleID settings

I am running Sonoma 14.2 on an M2 Macbook Air


If I go to System Settings > AppleID is see the notification 'Failed to load devices' as below



If I search for iCloud > iCloud AppleID, then the pane to the right is completely blank.



I want to be able to set up "find devices" but when I go to icloud/find it just spins and then says 'no devices', presumably because I haven't been able to set it up.



What could be going wrong - is it a Sonoma thing?
