No bookmarks in existing Safari Tab Group Favorites

I recently upgraded to macOS Sonoma 14.4.1. When I went to use my Safari Tab Groups, all of the bookmarks had been removed, although the titles for the groups were still listed. My tab groups contained quite a lot of useful material and I would like to restore the links. Is there a way to repopulate the tab groups. I am not an iCloud user, but manage my backups locally with Time Machine.

Additional observations:

When running in a non-Private window, the Tab Group Favorites still remain unpopulated, however, clicking on the Hide Sidebar icon, creates a new field called Tab Group Picker. Tab Group Picker allows you to select from your old list of Tab Groups which now are populated with corresponding links. Good to have the old links back.

When running in a Private window, the Tab Group Favorites within Bookmarks remain unpopulated and no Tab Group Picker appears when selecting the Hide Sidebar icon.
